The Interagency Council on Homeless (ICH) is fully staffed with individuals having experience in the spaces of Veterans homelessness, the Homeless Management Information System (HMIS), Coordinated Assessment and Housing Placement (CAHP), youth and families, LGBTQ+ youth, emergency response and shelter operations, permanent supportive housing, and communications. Collaborating with partner agencies and providers, the ICH Team works together supporting the ideas of inclusion of those who are unhoused, and identifying dignified permanent housing for all.
Daisean Foster – Graphic Designer
Daisean Foster (he/him) has extensive knowledge on conceptualizing and creating designs to convey critical messaging to target audiences. He is a graphic designer, having graduated with a bachelor’s degree from Barry University. is multifaceted and can create designs out of a variety of art media.
Donna Harris – Communications Director
Donna is the Communications Director at the Interagency Council on Homelessness (ICH). In this role, she is responsible for stakeholder engagement across the Continuum of Care, focusing on consumers and front-line staff. She brings 24 years of communications and public affairs experience to the team.
Eileen (she/her) serves as the Special Advisor for single adults and Veteran homelessness with the Interagency Council on Homelessness (ICH). Additionally, she has over seven years of experience with the Homeless Management Information System (HMIS) and coordinated entry implementation, locally referred to as Coordinated Assessment and Housing Placement (CAHP).
Jorge Membreno – Special Advisor
Jorge Membreño (he/him), LICSW, is the Special Advisor for Youth and Families with the Interagency Council on Homelessness (ICH). He previously served as a member of the Interagency Council on Homelessness, representing service providers. As a licensed social worker, Jorge focuses on the intersections of identity and supportive services. He provides a trauma-responsive and equity lens to his work.
Synina is the Special Advisor for emergency response and shelter operations, leading numerous initiatives to operationalize systems that assist shelter engagements with the homeless community. Synina is also the lead for Shelter Redesign of the Single Adult System on behalf of the ICH.
Theresa silla - Executive Director
Also designated the Director to End Homelessness, Theresa Silla was appointed by Mayor Muriel Bowser in October 2021 and confirmed by Council soon after. Before her appointment, from May 2020 to September 2021, she served as a consultant to the District, focusing on preventing and ending homelessness for single adults experiencing homelessness. In that role, she developed a robust framework for streamlining intake, transitioning Permanent Supportive Housing (PSH) providers to billing Medicaid, and piloting PSH Plus.
