The ICH was established by the Homeless Service Reform Act, for the purpose of facilitating interagency, cabinet-level leadership in planning, policymaking, program development, provider monitoring, and budgeting for the Continuum of Care of homeless services.  The Homeless Services Reform Act of 2005 (HSRA) became law in October 2005, and was amended in 2017.
