Homeward DC 3.0: FY2027 - FY2030

At the July 2026 meeting, the Interagency Council on Homelessness adopted the third iteration of the District's strategic plan to end and prevent homelessness, along with an accompanying work plan.  The strategic plan, which is currently under Mayoral review, advances the following vision:

We envision a Washington, DC where homelessness is prevented whenever possible and ended quickly and permanently when it occurs.

Homeward DC 3.0 focuses on four (4) priorities:

  • Ensure there are multiple, effective pathways for people to exit homelessness;
  • Maintain a year-round crisis response system for unhoused people;
  • Improve collaboration of DC Government agencies, people with lived experience, and service providers for the most effective use of resources; and
  • Maintain and expand homelessness prevention and diversion programs.

The accompanying annual work plan for FY27 seeks to do the following:

  • Understand how DC and federal budget affect different groups and advance solutions against the four priorities;
  • Use data to annually assess need and performance, set targets, and prioritize solutions, and improve quality;
  • Coordinate efforts across key agencies;
  • Explore and, as appropriate, develop recommendations for shared housing; and
  • Adapt the ICH infrastructure to best advance strategic priorities and meet legislative requirements.
