The ICH Team is accepting comments to the Mayor's Proposed Budget via email to [email protected] until the Close of Business (5 pm) on Friday, 04/19.
DC Code § 4–752.02(c) legislatively mandates that the ICH comment on the Mayor’s proposed budget for services within the Continuum of Care each year.

Purpose
The Emergency Response and Shelter Operations (ERSO) Committee of the ICH is responsible for monitoring shelter utilization and capacity, establishing shelter safety and quality standards, coordinating special efforts on shelter transformation, coordinating outreach services across the community, and responding to unanticipated problems or emergencies. In addition, the ERSO is also the lead annual Winter Plan to ensure adequate shelter availability and services during the hypothermia season.

The Youth Committee of the ICH is focused on ending and preventing homelessness for young adults (under the age of 24). Additionally, this Committee is the body that will coordinate the implementation of comprehensive programming to support runaway youth and families and future work around prevention programming.

This is the process for official membership as a community representative on the ICH Full Council convened quarterly. Four (4) categories of voting members represent the community, and the following seats are vacant or expiring across the four categories:
The Interagency Council on Homelessness guides the District’s policies and programs for meeting the needs of individuals, youth, and families experiencing or at imminent risk of experiencing homelessness. The ICH Full Council meets quarterly.
The October meeting of the Full Council will focus on adopting the FY24 Winter Plan. See the attached Public Meeting Notice and the Updated Winter Plan.
Updated Winter Plan
The Interagency Council on Homelessness guides the District’s policies and programs for meeting the needs of individuals, youth, and families who are experiencing or at imminent risk of experiencing homelessness. The ICH Full Council meets quarterly. For calendar year 2023, the ICH is scheduled to meet during the months of June, September, and December.
The Strategic Planning Committee of the ICH is responsible for coordinating planning efforts. This includes the 5-year strategic plan, annual implementation work plans for subsystems or special populations, and any system-level change efforts.
