For the second legislative package to modernize the HSRA, the HSRA work group is hosting the following meetings

  • 11/04     Definitions: Homeless, Chronically homeless, At risk of homelessness (To include how changing definitions may affect programs, etc.)
  • 11/18     ICH Provisions: Membership, Governance and Responsibilities (To include definitions of Continuum of Care Governance Board and Collaborative applicant)
  • 12/01    Definitions: Youth (To include discussion of other definitions of youth in programs and statute, ramifications of any change)
  • 12/02    Short Term Housing: Definitions related to Shelter and Transitional Housing, as well as applicable rights and responsibilities, transfers, terminations, etc
  • 12/16    Short Term Housing: Continue previous discussion
  • 01/06    Permanent Housing: Definitions related to Coordinated entry system, Rapid Re-Housing, Targeted Affordable Housing, Permanent Supportive Housing, as well as applicable rights and responsibilities, transfers, terminations, etc.
  • 01/20    Permanent Housing: Continue previous discussion

As a reminder, The ICH convened a community process (July - September 2016) to support an update to the Homeless Services Reform Act (HSRA), key local legislation that governs the provision of homeless services in the District.  The legislation was enacted over a decade ago, and since that time, there have been a number of changes at the Federal level – including the passage of the HEARTH Act – and across the field more generally in terms of new strategies and evidence based practices.  Additionally, with the development and adoption of Homeward DC plan, an update to the HSRA is required to better align efforts and support successful implementation of the plan. 

Throughout the process many partners expressed reservations about the expedited timeline for the HSRA Modernization project.  After further discussion with DHS and the legislative team, a consensus was reached that there is too much content to move forward all at once; therefore, the legislative changes will move in two phases.  For the first phase, the Administration has proposed to move forward on a handful of high priority items now.  For the second phase, the ICH is hosting meetings (listed above) throughout the fall and winter to continue working on language for a second package, which will move forward during the next session.
