The Executive Committee of the Interagency Council on Homelessness establishes the annual agenda and determines the issues that are presented to the Full Council for discussion/resolution. Additionally, the Executive Committee ensures coordination among the standing committees of the ICH and addresses critical items that need resolution between Full Council meetings.
The Youth Committee of the Interagency Council on Homelessness is focused on implementing Solid Foundations DC: Comprehensive Plan to End Youth Homelessness. Comprised of advocates, community providers and implementing agencies, the Committee developed the data-driven plan based on annual youth census outcomes and the data captured by the coordinated entry system for unaccompanied youth.
The Emergency Response and Shelter Operations Committee of the Interagency Council on Homelessness is responsible for monitoring shelter utilization and capacity. Annually, this committee develops a Winter Plan to ensure adequate shelter availability and services during the hypothermia season.
Additionally, this committee is responsible for coordinating outreach services across the community, establishing shelter safety and quality standards, responding to unanticipated problems or emergencies, and coordinating special efforts on shelter transformation.
The Strategic Planning Committee of the Interagency Council on Homelessness is responsible for coordinating planning efforts. This includes the 5 year strategic plan, annual implementation work plans, any planning efforts on special populations and any system-level change efforts.

The Medicaid Work Group of the Interagency Council on Homelessness supports the Strategic Planning Committee by spearheading the effort to establish housing case management, outreach, and other homeless assistance services as health care services and leverage Medicaid to pay them. Additionally, this work group is tasked with identifying and addressing gaps in the delivery of medical services for individuals and families experiencing homelessness.

The Landlord Engagement Work Group of the Interagency Council on Homelessness supports the Housing Solutions Committee. The goal of the Landlord Outreach Work Group is to expand the pool of existing housing opportunities and quicken the permanent housing process by strengthening relationships with landlords who are already renting to formerly homeless persons and by creating new opportunities for housing with landlords who are not currently engaged.
The Singles Coordinated Assessment and Housing Placement (CAHP) Work Group supports the Strategic Planning Committee by implementing the initiative to end chronic homelessness in the District.
Coordinated Assessment and Housing Placement (CAHP or also known as Coordinated Entry) is the process for implementing a “no wrong door” approach by creating standardized access (including assessment, referral, and placement) to permanent housing resources.
