The Emergency Response and Shelter Operations Committee of the Interagency Council on Homelessness is responsible for monitoring shelter utilization and capacity. Annually, this committee develops a Winter Plan to ensure adequate shelter availability and services during the hypothermia season.

Additionally, this committee is responsible for coordinating outreach services across the community, establishing shelter safety and quality standards, responding to unanticipated problems or emergencies, and coordinating special efforts on shelter transformation.
