Solid Foundations DC was the District's first data-driven plan focused on unaccompanied youth. The plan served as a roadmap for building an effective system of care for unaccompanied youth experiencing or at risk of homelessness, with the goal of ending youth homelessness by 2022. The Coordinated Community Plan updated Solid Foundations in 2019 to guide implementation of the Youth Homelessness Demonstration Program (YHDP).
